It articulates a pathway to support Zambia’s vision of becoming a peaceful, inclusive, and resilient nation with a diversified, industrialized green economy by 2030, where all people enjoy their rights and access to quality services. The ToC is anchored in effective partnerships and focuses on four programming areas—People, Planet, Peace, and Prosperity—aligned with national priorities and the SDGs, particularly emphasizing SDG 17 on partnerships. It integrates principles of equity, sustainability, and shared prosperity, and emphasizes strengthening institutions, environmental stewardship, inclusive economic transformation, and human development.

The framework adopts a risk-sensitive, rights-based, and integrated approach to ensure no one is left behind, operationalizing SDG interlinkages through strategic design, implementation, and accountability mechanisms.
